Shirley Lightsey, the former president of the Detroit Retired Civil Employees Association, died of natural causes on August 30, 2026, at age 92. She played a pivotal role during Detroit's 2014 bankruptcy by rallying retirees to support the "Grand Bargain." This agreement limited pension cuts to 4.5% and eliminated future cost-of-living increases to prevent much deeper cuts of 27% or more. Lightsey was praised by legal and judicial peers for her tenacity and commitment to protecting the financial stability of city retirees. Beyond her bankruptcy leadership, she worked nearly three decades for the city's Water & Sewerage Department and served as a human resources manager for the nonprofit Focus:HOPE. She was also a recipient of the Joyce Ivy Foundation's inaugural Lifetime Achievement Award.
